Online Live Casino in Indonesia: Law, Penalties and Risks

Online live casino play is illegal in Indonesia, and no Indonesian licence exists for it. Since the new Criminal Code (Law No. 1 of 2023) took effect in January 2026, offering gambling without a licence carries up to 9 years in prison and taking part carries up to 3 years or a fine of up to Rp50 million. The government blocks live casino sites, known locally as situs live casino, by the million, and banks close the accounts used to move the money.

The law: the new Criminal Code and the ITE Law

Indonesia has banned gambling for decades. The old Criminal Code punished it in Articles 303 and 303 bis, and Law No. 7 of 1974 on the control of gambling classed all gambling as a crime. From January 2026 those provisions were replaced by the new national Criminal Code, Law No. 1 of 2023 (the new KUHP), which keeps gambling a crime and restates the penalties.

• Article 426 punishes anyone who, without a licence, offers or gives an opportunity to gamble as a livelihood, takes part in a gambling business, or offers gambling to the public. The maximum penalty is 9 years in prison or a category VI fine (up to Rp2 billion), plus the possible loss of the right to practise a profession.
• Article 427 punishes anyone who “uses the opportunity to gamble” held without a licence. Its maximum is 3 years in prison or a category III fine (up to Rp50 million). It is the article that covers players.

The word “licence” in these articles refers to a licence set by the government. None is issued for casino games, so every online casino, live or not, is unlicensed as far as Indonesian law is concerned.

The internet is also covered by the Electronic Information and Transactions Law. Article 27(2), as amended by Law No. 1 of 2024, makes it an offence to intentionally and without right distribute, transmit or make accessible electronic information with gambling content. Article 45(3) sets the penalty at up to 10 years in prison and/or a fine of up to Rp10 billion. It reaches anyone who spreads gambling links or promotions, not only the site operators.

How the government fights online gambling

Komdigi blocks sites, IP addresses and promotional content, and it now works with the financial services authority (OJK), Bank Indonesia, banks and the police to cut off the money as well. The figures it has published this year:

Minister Meutya Hafid said in October 2026 that most of the servers found were outside Indonesia, and that new sites and accounts appear as soon as old ones are blocked. That is why the effort has moved to the “collecting accounts” (rekening penampung) that receive deposits. For players, it means the site you deposit with today may vanish tomorrow, along with your balance.

Live casino sites aimed at Indonesia lean heavily on Asian table games. These are the main ones, with the house edge the Wizard of Odds calculates for the standard rules:

Rounds are streamed from studios with real dealers and physical cards, dice or wheels. Large suppliers such as Evolution sell their tables only to licensed operators, while a number of Asia-focused studios supply the grey market. Payments, licences and the risks of offshore sites

Sites that still market to Indonesia advertise deposits by local bank transfer, e-wallets, phone credit (pulsa) or crypto. Behind the scenes the money usually lands in accounts registered to other people. Those accounts are exactly what OJK and the banks are closing, and anyone who rents out an account can be drawn into a criminal case. Many sites also display a licence logo from Curaçao, Anjouan or the Philippines. None of those regulators can make a site lawful in Indonesia, and none is a practical place to recover a frozen balance: the Curaçao Gaming Authority does not mediate individual disputes, and Anjouan’s authority does not handle complaints itself.

• No legal recourse: a debt from an unlawful bet cannot be enforced, so a refused withdrawal is simply lost.
• Blocked domains: sites hop between mirror domains; copycat sites use the same name to steal deposits.
• Criminal exposure: players risk Article 427; promoting or sharing links risks the ITE Law.
• Data misuse: ID cards (KTP) and bank details uploaded to unlicensed sites can be reused for fraud.

Yes. The Ministry of Communication and Digital Affairs (Komdigi) blocks gambling sites and content continuously. On 1 October 2026 it said it had handled 4.1 million items of gambling content, of which 3.6 million were websites and IP addresses.

Is a ‘situs live casino’ with a foreign licence legal in Indonesia?

No. A licence from Curaçao, the Philippines or anywhere else does not make a casino lawful for players in Indonesia, because Indonesian law requires a licence from the Indonesian government and none is issued for casino games.

Can I deposit with a local bank or e-wallet?

Sites that take Indonesian players usually route deposits through personal accounts or e-wallets held by third parties. Komdigi and the financial services authority OJK reported about 38,000 accounts suspected of gambling links by July 2026, about 32,500 of which had been closed. Money sent to such accounts can be lost or frozen.
