You can use PayPal for live dealer games in the US, but only at state-licensed online casinos while you are physically inside a state with a live, regulated market. Real-money online casinos are live in seven states (New Jersey, Pennsylvania, Michigan, West Virginia, Connecticut, Delaware and Rhode Island); an eighth, Maine, legalised a tribal-only market in January 2026 (LD 1164) that had not launched as of October 2026. Offshore casinos such as Bovada, Ignition, MyBookie and BetOnline do not offer PayPal at all, because PayPal only processes gambling payments for merchants it has approved in places where that gambling is legal.
Even inside those seven states, PayPal is not universal. Caesars Palace Online, DraftKings, Golden Nugget, FanDuel, bet365, BetMGM, Borgata and Bally Casino in New Jersey all list it, but Bally Casino in Rhode Island does not, and several operators warn that PayPal “isn’t permitted in all jurisdictions”. This guide explains where PayPal works for live blackjack, roulette and baccarat, how deposits and withdrawals run step by step, what PayPal charges, and what your options are if you live somewhere else.
Updated October 2026. Our earlier version of this page was written for UK and European players and listed casinos that do not accept US customers or do not take PayPal. We have rewritten it for US readers and checked each operator’s PayPal rules against its own help pages.
PayPal live casinos at a glance
| Question | Short answer (October 2026) |
|---|---|
| Where can I use PayPal for live dealer games? | State-licensed online casinos in NJ, PA, MI, WV, CT, DE and RI, subject to each operator’s cashier |
| Do offshore US-facing casinos take PayPal? | No. Bovada, Ignition, MyBookie and BetOnline do not list PayPal |
| Can I withdraw to PayPal? | Yes, at most regulated sites, but usually only after a PayPal deposit and only to the same account |
| How fast are PayPal withdrawals? | From about 15 minutes after approval (Borgata) to around two days (DraftKings); see the operator table |
| Does PayPal charge me? | Paying a merchant and a standard transfer to your bank are free in USD; Instant Transfer costs 1.75% ($0.25 minimum, $25 maximum) |
| Can I fund PayPal with a credit card for a casino deposit? | Usually not: Caesars requires a verified bank account or PayPal balance, and FanDuel stopped all credit card funding, including via e-wallets, on 2 March 2026 |
| Minimum age | 21 at state-licensed online casinos |
Why PayPal works only at state-licensed casinos
PayPal treats gambling as an activity that needs its permission first. Its Acceptable Use Policy prohibits transactions “involving any activity that requires pre-approval without having obtained said approval”, and section 6 of the list of activities requiring approval covers gambling, gaming, prize draws and contests. That section names casino games, sports betting, horse and greyhound racing, fantasy sports, lottery tickets, games of skill and sweepstakes, and it allows them only “if the operator and customers are located exclusively in jurisdictions where such activities are permitted by law”.
PayPal’s US help centre puts it more bluntly: unless PayPal has approved the merchant, account holders may not use PayPal to send or receive payments for gambling. The User Agreement adds an unlawful internet gambling notice, which bars transactions that are restricted under Federal Reserve Regulation GG, the rule that implements the Unlawful Internet Gambling Enforcement Act of 2006.
Put those three documents together and the US picture follows:
- A state-licensed casino in New Jersey or Michigan is legal where it operates, checks that you are inside the state with geolocation, and can apply to PayPal for approval. Many have it.
- An offshore casino serving players in states where online casino play has not been legalised cannot meet the condition that operator and customers are located only where the activity is lawful. It has no route to PayPal approval, so its cashier offers crypto, cards and other methods instead.
- A sweepstakes casino falls under the same policy section, which lists sweepstakes among the activities that need pre-approval. Whether a particular sweepstakes site offers PayPal is up to that site and PayPal, and several states have banned the model outright, including California from 1 January 2026 and New York from 8 December 2025.
If a website promises “PayPal casinos” with no mention of a US state licence, treat that as a warning sign. Either the page is written for another country, or the site is describing something other than a direct PayPal deposit.
State-licensed casinos and their PayPal rules
We read each operator’s own payments or help page in October 2026. Rules differ more than most comparison sites suggest, especially on withdrawal speed and on whether you must deposit with PayPal before you can cash out to it. Where a page we relied on covers only one state, we say so.
| Casino | PayPal deposits | PayPal withdrawals | Key rules from the operator |
|---|---|---|---|
| Caesars Palace Online | Yes, from a personal or Premier PayPal account funded by a verified bank account or PayPal balance | Yes; “most approved funds appear in your PayPal account the same day” | The same PayPal account must be used for deposits and withdrawals; you must deposit with PayPal before withdrawing to it; “availability may vary by state” |
| DraftKings Casino | Yes, personal accounts only | Typically two days | Verified personal PayPal in your name that matches your DraftKings details; a prior PayPal deposit; Business accounts not accepted; maximum $60,000 per withdrawal; “PayPal isn’t permitted in all jurisdictions” |
| Golden Nugget Online Gaming | Yes, personal accounts only | Typically two business days | Same requirements as DraftKings, which owns it: verified personal account in your name, a prior PayPal deposit, no Business accounts, $60,000 maximum per withdrawal |
| FanDuel Casino | Yes | Within 24 hours once the request is reviewed and approved | Withdrawals are reviewed within 24 hours, first withdrawals up to 48 hours; large withdrawals may take longer |
| bet365 Casino (New Jersey help page) | Yes | Processing time 1 to 4 hours; $10 to $20,000 per withdrawal | All funds deposited via PayPal are paid back to the PayPal account you used to deposit |
| BetMGM | Yes; no BetMGM fee on PayPal deposits | Credited in 2 to 6 hours, per BetMGM’s help page (Arizona version) | Minimum cash-out shown in the cashier; you fund PayPal by bank transfer or debit card |
| Borgata Online | Yes | Usually 15 minutes after approval, up to one business day | Minimum withdrawal $10; Borgata says there are currently no fees on PayPal withdrawals |
| Bally Casino (New Jersey) | Yes, $10 to $5,000 per deposit, credited instantly | Up to $5,000 per withdrawal ($10 minimum), usually within 24 hours | No Bally fee on PayPal withdrawals; players who fund their account with PayPal can also withdraw to it |
| Bally Casino (Rhode Island) | No | No | Lists Apple Pay, Visa, Mastercard and VIP Preferred eCheck only |
Several other brands, including BetRivers, Hard Rock Bet and Fanatics, run state-licensed casinos with live dealer tables. We could not confirm their current PayPal terms from a primary page, so check the cashier before you sign up if PayPal is the method you want.
The DraftKings, FanDuel and BetMGM pages are written for all of their US products, so a sportsbook rule can apply to the casino wallet too. With most of these brands you hold one balance for sportsbook and casino in a given state, which means a PayPal deposit for a football bet can also be used at a live roulette table.
PayPal availability by state
Online casino licences are issued state by state, and so are payment approvals. The table below covers the seven live markets plus Maine. Where we could not confirm PayPal from an operator page in that state, it says “check the cashier”.
| State | Regulator | Online casino launch | PayPal for casino play (October 2026) |
|---|---|---|---|
| New Jersey | Division of Gaming Enforcement | November 2013 | Offered by many brands: Caesars Palace Online, bet365, Borgata and Bally Casino NJ all list it on New Jersey pages |
| Pennsylvania | Pennsylvania Gaming Control Board | July 2019 | Listed by most large multi-state brands; check the cashier for your operator |
| Michigan | Michigan Gaming Control Board | January 2021 | Widely offered by the multi-state brands; confirm in your operator’s cashier |
| West Virginia | West Virginia Lottery | July 2020 | Offered by several multi-state brands; check the cashier |
| Connecticut | Department of Consumer Protection | October 2021 | Two operators only (DraftKings and FanDuel, through the state’s two tribes); check the cashier |
| Delaware | Delaware Lottery | November 2013 | One platform, run by Rush Street Interactive (BetRivers) since a soft launch on 27 December 2023; PayPal not confirmed, check the cashier |
| Rhode Island | Rhode Island Lottery | March 2024 | Not available at Bally Casino, the state’s only online casino brand |
| Maine | Rules still being written | Legalised January 2026, not launched | No online casino market yet |
Two practical points follow. First, your location matters at the moment you play, not where your PayPal account is registered. A New Jersey resident on a trip to New York cannot open a live blackjack table on a New Jersey app, even with money already in the account. Second, a brand that offers PayPal in one state may not in another. DraftKings and Golden Nugget say plainly that PayPal is not permitted in every jurisdiction, and Caesars says availability may vary by state.
About PayPal
PayPal was founded in 1998 and reported 439 million active accounts in the second quarter of 2026, according to its earnings release filed with the US Securities and Exchange Commission. Total payment volume in that quarter was $486.4 billion and revenue $8.7 billion. The company also owns Venmo: Braintree bought Venmo in 2012, and PayPal acquired Braintree, including Venmo, in December 2013.
A US PayPal account is free to open with an email address, a password and a phone number. You then link a bank account, a debit card or a credit card, and PayPal draws on your PayPal balance or one of those sources whenever you pay. For casino use, three account details matter:
- Account type. Personal accounts are accepted everywhere we checked. Caesars also accepts Premier accounts. DraftKings and Golden Nugget explicitly reject PayPal Business accounts for both deposits and withdrawals.
- Verification. DraftKings and Golden Nugget require a verified PayPal account whose name and details match your casino account. Verifying usually means confirming your bank account and identity inside PayPal before you need it.
- Funding source. Regulated casinos increasingly decide which PayPal funding sources they accept. Caesars wants a verified bank account or PayPal balance. BetMGM tells players to fund PayPal by bank transfer or debit card.
The PayPal app runs on iOS and Android, and most regulated casino apps hand off to the PayPal checkout screen and back again in a few taps, so mobile play at a live table is no different from desktop.
How safe is PayPal at an online casino?
Safety at a PayPal casino has two layers: the payment and the casino.
The payment layer
When you pay with PayPal, the casino receives a PayPal payment rather than your card number or bank routing details. That limits what an operator, or anyone who breaches it, can see. PayPal can require a one-time code sent to your phone or a passkey before a payment, and it monitors accounts for unusual activity. The casino adds its own checks: identity verification when you register, matching names across your casino and PayPal accounts, and geolocation before every session.
A PayPal deposit is not insurance against losing at the table, and a dispute is not a way to recover money you chose to bet. Our credit card deposits guide explains why chargebacks on gambling losses fail and how operators such as DraftKings respond to them, including voiding winnings and closing accounts.
The casino layer
The bigger protection comes from the licence. A casino licensed by the New Jersey Division of Gaming Enforcement or the Pennsylvania Gaming Control Board must verify your age (21+), use games approved under state rules and offer a complaints route. If a regulated casino refuses a valid PayPal withdrawal, you can complain to the operator and then to the state regulator; New Jersey, for example, accepts an Internet Gaming Dispute Form after you have received the casino’s response.
None of that exists at an offshore site, which is one more reason PayPal and offshore casinos do not mix. We cover what you can do instead in the section on playing outside the seven states.
PayPal fees and timeframes
PayPal’s US consumer fee page (updated 19 May 2026) sets out what you pay. Nothing on it is specific to gambling; casino deposits count as purchases from a merchant.
| Transaction | PayPal fee (US, in USD) | What it means for casino play |
|---|---|---|
| Paying a merchant (a casino deposit) | No fee when no currency conversion is involved | A $100 deposit costs $100 |
| Receiving a payment (a casino withdrawal) | No fee for personal transactions without conversion | Check the operator’s own fee; Borgata, Bally NJ and BetMGM say they charge none for PayPal |
| Standard transfer from PayPal to your bank | No fee | Slower; the money reaches your bank in the following days rather than minutes |
| Instant Transfer to a bank or debit card | 1.75% of the amount, minimum $0.25, maximum $25 | Worth it only if you need the cash immediately |
| Currency conversion | 3.00% for most conversions; 4.00% on payment conversions, or another amount PayPal discloses | Not relevant at US casinos, which run in US dollars |
| Sending money to friends funded by a card | 2.90% plus a fixed fee ($0.30) | Relevant only to peer-to-peer schemes, discussed later |
Worked example: a $500 live blackjack win to your bank account
Say you are in New Jersey, you win at a live blackjack table and request a $500 withdrawal to PayPal on a Monday evening. Here is how the money moves at three operators, using their published timings.
| Stage | Borgata | bet365 | DraftKings |
|---|---|---|---|
| Casino review and processing | Approval, then usually 15 minutes (up to one business day) | Processing time 1 to 4 hours | Typically two days |
| Money in your PayPal balance | Monday night, or Tuesday at the latest | Usually the same evening | Around Wednesday |
| Option A: standard transfer to bank | No fee; arrives over the following business days | Free | Also free |
| Option B: Instant Transfer to bank or debit card | $8.75 fee (1.75% of $500); usually within minutes | Identical fee | Also $8.75 |
| Net received | $500 (standard) or $491.25 (instant) | Same as Borgata | Same amounts, about two days later |
The fee cap changes the maths for bigger withdrawals. Instant Transfer on $1,000 costs $17.50. On $2,000 the 1.75% rate would be $35, but the $25 cap applies, so the effective rate falls to 1.25%. On a $10 withdrawal the rate would be about 18 cents, so the $0.25 minimum applies. If you are not in a hurry, the standard transfer costs nothing; you can also leave the money in PayPal for the next deposit.
Deposit and withdrawal limits
Limits come from the casino, not PayPal, and they vary widely. Bally NJ caps PayPal deposits at $5,000 per deposit and PayPal withdrawals at $5,000 per transaction, both with a $10 minimum. bet365’s New Jersey page allows PayPal withdrawals of $10 to $20,000. DraftKings and Golden Nugget allow up to $60,000 per PayPal withdrawal. Caesars sets a $1 minimum on digital withdrawals. Your own responsible gambling limits, set in the casino account, override all of these.
How to deposit with PayPal at a regulated live casino
- Confirm your state. You must be physically inside NJ, PA, MI, WV, CT, DE or RI, and 21 or older. Allow location services on your phone or install the casino’s geolocation plug-in on a computer.
- Prepare PayPal. Use a personal account in your own name, verify it, and link a bank account or debit card. If the casino requires a bank-funded payment (Caesars does), make sure the bank account is confirmed in PayPal.
- Register at the casino. Use exactly the name, address and date of birth that PayPal holds. A mismatch is the most common reason a later PayPal withdrawal is refused.
- Open the cashier and choose PayPal. Check the minimum and maximum shown. Bally NJ, for example, accepts $10 to $5,000 per PayPal deposit.
- Enter the amount and any bonus code. Read the welcome offer’s terms first; some bonuses exclude or reduce live dealer contributions, so a bonus may not help at live tables.
- Log in to PayPal and confirm. The PayPal checkout window opens; review the funding source it will charge, then approve.
- Play. The balance appears instantly at most operators. Open the live casino lobby and pick a table whose limits suit your budget.
If the payment fails, the usual causes are a PayPal funding source the casino does not accept (often a credit card), a name mismatch, a daily limit at PayPal or the casino, or PayPal not being offered for your state. Try a bank-funded PayPal payment or another method rather than repeating the same attempt.
How to withdraw to PayPal
- Clear any bonus. Bonus funds usually need to be wagered first, and live dealer play often counts little or nothing towards that. Withdrawing early can forfeit the bonus.
- Check that PayPal is open to you. Most operators only pay to PayPal if you deposited with the same PayPal account. Caesars, DraftKings, Golden Nugget and bet365 all say so; BetMGM’s help pages mention a minimum cash-out shown in the cashier.
- Request the withdrawal. In the cashier choose Withdraw, select PayPal, enter the amount and confirm.
- Wait for approval. First withdrawals take longest because of identity checks. FanDuel reviews withdrawals within 24 hours and first-time withdrawals within up to 48 hours.
- Collect in PayPal. Once approved, the money lands in your PayPal balance within the operator’s stated time, from minutes at Borgata to around two days at DraftKings.
- Move it on, or keep it. Transfer to your bank for free, pay 1.75% for Instant Transfer, or leave it in PayPal.
If PayPal does not accept a DraftKings or Golden Nugget withdrawal, both say the money is returned to your casino account if it has not arrived in PayPal within three to five business days, and you can then choose another method.
Verification rules that trip players up
Most PayPal problems at regulated casinos come from the casino’s anti-money-laundering rules, not from PayPal. These are the ones that appear across the operators we checked:
- Same account both ways. Caesars says the same PayPal account must be used for deposits and withdrawals, and bet365 pays PayPal deposits back to the account you used to deposit.
- Deposit first. DraftKings and Golden Nugget require a prior PayPal deposit before they pay out to PayPal. At Caesars, too, PayPal withdrawals open up once you have deposited with it.
- Personal accounts in your name. Only verified personal accounts are accepted at DraftKings and Golden Nugget, and they must match your casino details. A spouse’s or a business PayPal will not work.
- Closed-loop payouts. FanDuel’s withdrawal help says you can only withdraw to a method you deposited with. If you deposited with both a debit card and PayPal, the casino may split the payout or ask you to choose.
- Identity documents. Large or first withdrawals can trigger a request for photo ID or proof of address. Upload them early to avoid holding up a payout.
Credit cards, PayPal and the 2026 crackdown
Funding PayPal with a credit card used to be a way around casinos that did not take credit cards directly. Regulated operators have closed that route:
- FanDuel stopped accepting credit card deposits from 2 March 2026, and the change covers credit cards linked through PayPal, Venmo and Apple Pay, not just cards entered directly.
- Caesars accepts PayPal deposits only from a verified bank account or an existing PayPal balance, and says it no longer accepts credit cards for deposit except in Puerto Rico and Canada.
- DraftKings stopped credit card deposits on 25 August 2025, after a $450,000 fine in Massachusetts over credit card deposits on its sportsbook.
- BetMGM tells players to fund PayPal by bank transfer or debit card.
Even where a credit-funded PayPal payment still goes through, your card issuer may treat it as a cash advance, with a fee and interest from day one. Our US credit card deposits guide covers issuer policies, the cost of a cash advance and the state bans in detail.
PayPal vs Venmo vs debit card vs ACH vs Play+
PayPal is rarely the only good option at a regulated casino. Caesars publishes detailed rules for each method, so we use it as the reference, with other operators where noted.
| Method | Funding rules | Deposit speed | Withdrawal | Best for |
|---|---|---|---|---|
| PayPal | Personal or Premier account; verified bank account or PayPal balance at Caesars | Instant | Most approved funds the same day at Caesars; 1 to 4 hours processing at bet365 | Keeping bank details away from the casino and fast payouts |
| Venmo (owned by PayPal) | Only from a linked, verified bank account at Caesars; linked credit or debit cards cannot be used | Instant | To the same Venmo account; 1 to 4 hours processing at bet365 | Players who already use Venmo daily |
| Debit card | Visa or Mastercard debit; your bank must allow gambling payments | Instant if approved | Within 24 hours after approval at FanDuel; bet365 aims to process within 2 hours | Simplicity if your bank approves gaming |
| ACH / online banking (for example VIP Preferred eCheck) | Bank account and routing number | Usually immediate | Up to 5 business days at FanDuel; up to 5 days at Bally NJ depending on your bank | Large deposits and withdrawals |
| Play+ prepaid card | At Caesars, loaded by debit card, online banking or PayPal | Instant once loaded | Within 24 hours at FanDuel; no load or withdrawal fees at Caesars | A separate gambling budget card |
| Cash at the cage | At a partner land-based casino, with photo ID | Immediate | Cash at the cage (for example at the Hard Rock Hotel Casino in Atlantic City for bet365) | Players who live near a partner casino |
For pure speed, PayPal and debit card payouts at the faster operators are close. PayPal’s advantages are that the casino never sees your card or bank details and that the money sits in a wallet you can spend elsewhere. Its disadvantage is the closed-loop rule: if you want to cash out by PayPal, you need to have deposited by PayPal. For a broader look at cashier options, see our guide to live casino deposits and withdrawals.
Caesars’ Play+ card shows how the methods can combine. You can load a Play+ card from PayPal, keep your gambling money on a card separate from your everyday account, and withdraw back to it with no fees from Caesars. A personalised card is mailed within 10 to 14 days once you have loaded or withdrawn $150 or more.
Live dealer games you can fund with PayPal
The live tables at a regulated PayPal casino come from a small group of studios approved by state regulators. Evolution is the main supplier, with studios serving New Jersey, Pennsylvania, Michigan, Connecticut and West Virginia; its Grand Rapids, Michigan studio opened on 14 May 2026 as its seventh in the US. Its Ezugi brand returned to New Jersey in October 2025, and Playtech runs studios in Atlantic City and Southfield, Michigan.
| Game | Typical format at regulated casinos | House edge or RTP | What to check |
|---|---|---|---|
| Live blackjack | Evolution classic: 8 decks, dealer stands on all 17s, 7 seats plus Bet Behind; Infinite Blackjack for unlimited seats | About 0.5% with basic strategy on classic rules; Infinite Blackjack 99.47% RTP | Blackjack pays 3:2, not 6:5; table minimums |
| Live roulette | European single-zero wheels, Lightning Roulette, American double-zero at some sites | 2.70% on European; Lightning Roulette RTP 97.10% on straight-up bets and 97.30% on other bets | Single zero rather than double zero |
| Live baccarat | 8-deck Punto Banco, Speed and No Commission variants, Ezugi’s EZ Baccarat | Banker 1.06%, Player 1.24%, Tie at 8:1 14.36% | Banker commission and the Tie payout |
| Game shows | Crazy Time, Monopoly Live and similar wheels | Higher house edges than the table classics | RTP in the game’s help screen |
Lightning Roulette is a good example of how the studio sets the maths. It uses a European wheel with one to five lightning numbers per spin that carry multipliers from 50x to 500x on straight-up bets, and in exchange straight-up wins on non-lightning numbers pay 29:1 rather than 35:1. XXXtreme Lightning Roulette goes further, with 50x to 500x multipliers that Double Strike can raise to 600x to 2,000x on straight-up bets. Our Evolution Gaming review covers the studio’s US tables in more depth.
The payment method does not change any of this: a PayPal-funded hand of blackjack plays exactly like one funded by debit card. What PayPal changes is how quickly you can get money in and out between sessions.
Managing a live dealer bankroll with PayPal
Live tables move more slowly than digital ones, which makes bankroll planning easier. As a worked example, if you play 60 hands an hour at $10 a hand on a classic table with a 0.5% house edge, your expected cost is about $3 an hour ($600 wagered x 0.5%), although short-term swings are far larger. A practical approach is to deposit a session budget by PayPal, set a loss limit in the casino account, and withdraw any profit back to PayPal at the end of the session rather than replaying it.
Bonuses and PayPal deposits
At regulated US casinos, PayPal deposits usually count towards the same promotions as card or bank deposits, but you should still read the payment-method clause in each offer. Two other rules matter more for live dealer players:
- Live game contribution. Many welcome offers count live dealer games at a low rate, or not at all, towards wagering requirements. A large deposit match may be unusable at live tables.
- Withdrawing before wagering is complete. Requesting a PayPal withdrawal while a bonus is active can cancel the bonus and any winnings from it.
Offshore offers are a different matter, and none of them can be claimed with PayPal. Bovada, for example, runs separate crypto and card welcome offers, and live dealer games count 0% towards its 25x rollover.
How to choose a PayPal live casino
Once you know which brands take PayPal in your state, choose on the factors that affect live dealer play:
- Licence first. Confirm the casino appears on your state regulator’s list of licensed operators. In New Jersey that is the Division of Gaming Enforcement; in Pennsylvania the Pennsylvania Gaming Control Board; in Michigan the Michigan Gaming Control Board.
- PayPal in both directions. Make sure the cashier offers PayPal withdrawals as well as deposits in your state, and note the minimum and maximum.
- Payout speed. Published PayPal timings range from minutes (Borgata, bet365) to around two days (DraftKings, Golden Nugget). If you cash out often, that difference matters.
- Live lobby size and limits. Larger brands carry many Evolution tables, from low-stake Infinite Blackjack to high-limit salons. Check that the minimum bet suits your budget.
- Bonus terms for live games. Look for live dealer contribution rates and any live-specific promotions rather than the headline percentage.
- Responsible gambling tools. Deposit limits, time-outs and self-exclusion are standard at regulated sites; set them before you play.
- Support. PayPal issues are usually sorted fastest by live chat with the casino, which can see whether a withdrawal is pending review or has been sent to PayPal.
Outside the seven states: what US players can use instead of PayPal
If you live in one of the more than 40 states without a live online casino market, including California, Texas, Florida and New York, no licensed casino can accept you, and PayPal is not an option for live dealer games. The offshore sites that do take players from many of those states do not accept PayPal.
Here is how the four offshore brands we review handle payments, based on their own banking pages in October 2026:
| Offshore casino | PayPal | Main deposit methods | Withdrawals |
|---|---|---|---|
| Bovada | No | Visa, Mastercard, selected gift cards, Bitcoin, Bitcoin Lightning, Bitcoin Cash, Bitcoin SV, Litecoin, Ethereum, USD Tether, MatchPay, vouchers, Player Transfer | Six cryptocurrencies, vouchers, MatchPay, check by courier, bank wire |
| Ignition | No | Bitcoin and other crypto, Visa, Mastercard, American Express, vouchers, MatchPay, Player Transfer | Crypto, vouchers, Player Transfer, MatchPay |
| MyBookie | No | Cards (Visa, Mastercard), Person 2 Person and crypto including Bitcoin, Ethereum, Litecoin and Tether | Bitcoin and bank wire |
| BetOnline | No | 17 cryptocurrencies, Visa/Mastercard and prepaid cards, Person to Person, money orders | Crypto, Person to Person, money order, bank wire, check by courier |
Peer-to-peer payments and MatchPay
Bovada, and its sister site Ignition, offer a method called MatchPay that sometimes gets described as a way to “use PayPal” at an offshore casino. That description is misleading. In reality it is a peer-to-peer platform: it matches you with other Bovada players who want to buy or sell casino credit, and the two of you pay each other through an app such as PayPal, Venmo, Zelle, Apple Pay, Chime or Cash App. Bovada says MatchPay transactions carry no added fees. PayPal itself is not processing a payment to the casino, and PayPal has not approved Bovada as a gambling merchant.
That matters because PayPal bars gambling payments to merchants it has not approved, and its policy covers payments sent or received for gambling. A personal transfer to a stranger in exchange for casino credit sits outside PayPal’s approved-merchant rules, may breach PayPal’s terms, and is not protected the way a purchase is. If something goes wrong, neither PayPal nor a US regulator is likely to help. BetOnline’s Person to Person and MyBookie’s Person 2 Person options are separate money-transfer methods with their own fees and minimums; check each site’s cashier for how they work.
Crypto is the main route offshore
At offshore live casinos, cryptocurrency is the method the operators themselves steer you towards. Deposits clear after network confirmations, withdrawals are usually the fastest available, and crypto deposits often unlock bigger bonuses. Bovada, for instance, publishes Litecoin withdrawals of up to $9,500 per request, paid within about an hour of approval. The trade-offs are price swings, network fees and the need to buy coins through an exchange first. Our Bitcoin live casinos guide explains how to fund an account with crypto. Offshore sites can still ask for ID before a crypto payout, so send any documents they request early.
Offshore live casinos for US players (no PayPal)
The casinos below accept US players from many states without a regulated market, but they do NOT take PayPal: they pay mainly in crypto, with cards, person-to-person transfers, checks or wires as slower alternatives. None holds a US state licence.

Before you sign up, weigh the legal and practical risks. Offshore operators have no licence from any US state, so there is no state regulator to complain to and your balance is not protected if the site delays or refuses a payout. States are acting against them: the Massachusetts Attorney General sent a cease-and-desist letter to the operators of Bovada on 3 October 2024, and the Michigan Gaming Control Board sent one to MyBookie’s operator in January 2025. Each brand also lists states it will not accept; if yours is on the list, do not try to work around it. If you are in one of the seven regulated states, a state-licensed casino that takes PayPal is the safer choice.
Responsible gambling with PayPal
E-wallets make deposits fast, which is convenient and also a risk. Regulated casinos must offer deposit limits, session reminders, cooling-off periods and self-exclusion, and you can set these before your first PayPal deposit. Some players also keep a separate PayPal balance or a Play+ card for gambling so it never mixes with everyday money. Your bank may also offer controls that block gambling payments on your debit card.
State regulators also run self-exclusion programmes; New Jersey’s Division of Gaming Enforcement, for example, keeps a self-exclusion list for internet gaming. PayPal live casino FAQ
Can I use PayPal at online casinos in the US?
Yes, but only at state-licensed online casinos while you are inside New Jersey, Pennsylvania, Michigan, West Virginia, Connecticut, Delaware or Rhode Island, and only where that operator offers PayPal in your state. PayPal requires gambling merchants to be pre-approved and the activity to be legal where the operator and customers are located.
Which online casinos accept PayPal for live dealer games?
State-licensed brands including Caesars Palace Online, DraftKings, Golden Nugget, FanDuel, bet365, BetMGM, Borgata and Bally Casino in New Jersey list PayPal. Availability varies by state: Bally Casino in Rhode Island does not offer it.
Do offshore casinos like Bovada accept PayPal?
No. Bovada, Ignition, MyBookie and BetOnline do not offer PayPal. Bovada’s MatchPay is a peer-to-peer service where players pay each other through apps such as PayPal; it is not a PayPal deposit and sits outside PayPal’s approved-merchant rules.
How long do PayPal casino withdrawals take?
It depends on the operator. Borgata says funds usually arrive 15 minutes after approval, bet365 lists 1 to 4 hours processing, FanDuel within 24 hours of approval, Caesars usually the same day, and DraftKings and Golden Nugget about two days.
Does PayPal charge fees for casino deposits?
No. Paying a merchant in US dollars is free under PayPal’s US fee schedule. Moving winnings to your bank is free by standard transfer, while Instant Transfer costs 1.75% with a $0.25 minimum and a $25 maximum.
Why can’t I withdraw to PayPal?
Usually because you did not deposit with PayPal, your PayPal name does not match your casino account, you used a Business account, or PayPal withdrawals are not offered in your state. Operators such as DraftKings require a prior PayPal deposit from a verified personal account in your name.
Can I fund a casino deposit with a credit card through PayPal?
Rarely at major regulated casinos. FanDuel stopped all credit card deposits, including cards linked through PayPal, on 2 March 2026, and Caesars requires a verified bank account or PayPal balance for PayPal deposits.
Is Venmo the same as PayPal at online casinos?
PayPal owns Venmo, but casinos treat them as separate methods. At Caesars, Venmo deposits must come from a linked, verified bank account, and withdrawals go back to the same Venmo account.
Is it legal to use PayPal at an online casino?
Yes, at a casino licensed in the state you are in. Using PayPal for gambling with a merchant PayPal has not approved breaches PayPal’s policies, and offshore sites are not licensed in any US state.
What is the minimum PayPal deposit at a live casino?
It is set by the casino. Bally Casino NJ accepts PayPal deposits from $10 up to $5,000, and many regulated sites use a similar $10 minimum. Live table minimums are separate, so check both.
